New Classification of Activities – What Businesses Need to Know
A new Classification of Activities 2025 (“CA 2025”) will apply in Serbia as of 1 January 2027.
Businesses will not need to submit any application or pay any fee for the alignment of their registered business activity. The Serbian Business Registers Agency (“SBRA”) will update the registered activity codes and descriptions ex officio.
However, we recommend that companies and entrepreneurs check the new activity code assigned to them by the SBRA once the alignment has been completed. This is particularly important where one existing activity code corresponds to several possible codes under the new classification.
In such cases, if a business considers that the SBRA has assigned an inappropriate code, it may request a change free of charge and select another applicable code. The request must be submitted on the prescribed form after the SBRA completes the alignment, and no later than 30 days from the date CA 2025 starts to apply. This option may be exercised only once. After the expiry of this period, any change of the registered activity code will be carried out under the regular registration procedure and will be subject to the applicable fee.
What changes from 1 January 2027?
CA 2025 was introduced by the Regulation on the Classification of Activities (Official Gazette of the Republic of Serbia No. 91/2026), which entered into force on 1 October 2026.
As of 1 January 2027, CA 2025 will fully replace the existing 2010 classification for the purposes of registration of business activities.
The SBRA will perform the alignment using the correlation table between the existing and the new classification. The process will apply to companies, entrepreneurs, branches and separate business units. Until CA 2025 becomes applicable, information based on both classifications will be available on the SBRA website.
Until 31 December 2026, registration applications will continue to be submitted using the existing activity codes, after which the SBRA will carry out the necessary alignment. From 1 January 2027 onwards, only CA 2025 codes will be used for the registration and amendment of business activities.
Will the new activity code affect existing contracts and licences?
The alignment of the registered activity code, as well as any subsequent correction of that code, does not affect the legal continuity of the business and, in itself, does not affect the validity of existing contracts, permits, licences or other previously issued acts, unless otherwise provided by specific legislation.
Until other regulations referring to the existing activity codes are updated, those references will be interpreted by reference to the corresponding CA 2025 codes, using the applicable correlation table.
Our recommendation: once the SBRA has completed the automatic alignment, businesses should check the newly assigned activity code. Where the existing code corresponds to several possible CA 2025 codes, this review should be carried out promptly in order to preserve the possibility of requesting a free-of-charge change within the prescribed deadline.
